Proliferation resistance is defined by IAEA as ‘that characteristic of a nuclear energy system that impedes the diversion or undeclared production of nuclear material or misuse of technology by states in order to acquire nuclear weapons or other nuclear explosive devices’ [1]. In the context of this report, physical protection refers to those features of the nuclear system that provide intrinsic protective barriers that help prevent nuclear materials being accessed by a terrorist group. This is the same as used by Generation IV International Forum (GIF) [2], which define the threats under physical protection as originating from ‘a sub-national group or other non-host state adversary’ and involving ‘either theft or sabotage’.

Several studies performed after the Fukushima accident have identified strengthening of defence-in-depth as one of the areas that ought to be pursued on a priority basis. However, just as happened with the accidents at Three Mile Island and Chernobyl, focus tends to be placed on design and operational attributes directly related to the events and sequences during the accident scenarios rather than more generic implications that may offer more widespread improvements and benefits. For example, for quite a while, there was unnecessary focus on spent fuel pool safety at the expense of other matters. The efforts toward a consensus standard are likely to take into consideration a wider perspective than just hardware or software issues, to include operational and organizational issues.

Slowly, but perhaps not so surely, the nuclear power industry is moving forward. This last year has not been without its setbacks but, on balance, the positive events outweigh the negative ones. By now, even nuclear supporters are probably tired of being told just how important the contract to build an EPR in Finland is. (And maybe by this time next year, such praise will be directed towards France for following suit, as seems likely to be the case.) However, there are other signals that the industry is beginning to pick itself up in the industrialised countries. In the meantime, in several Asian countries – notably China – nuclear continues to grow.
