SSE Thermal and ’s Keadby 3 Carbon Capture Power Station in Humber, UK, .
With this latest development, it has become the first power CCS project in the UK to secure Development Consent Order.
The plant in North Lincolnshire has secured planning approval after an extensive period of consultation.
The Secretary of State for Business, Energy and Industrial Strategy (BEIS) granted permission following a recommendation from the Planning Inspectorate.
This is the latest milestone achieved by the project and represents a step forward for Keadby 3.
Currently, Keadby 3 is in the due diligence stage of the government’s Cluster Sequencing Process.

By GlobalDataThis process will enable project to get government support, enabling it to implement advanced carbon capture technology and to link to the shared CO2 and hydrogen pipelines that are being developed as part of the Zero Carbon Humber and East Coast Cluster proposals.
Keadby 3 will have a generating capacity of up to 910MW and can capture up to one and a half million tonnes of CO2 annually, marking a minimum of 5% of the government’s 2030 target.
The power station could come online as early as 2027, with the success in the Cluster Sequencing Process resulting in a final investment decision.
The two firms awarded a front end engineering design (FEED) contract earlier this year for the proposed plant to a consortium consisting of , and Altrad Babcock, with Aker Carbon Capture supporting the carbon capture technology.
SSE Thermal and Equinor are also in collaboration for the Peterhead Carbon Capture Power Station in the north-east of Scotland.
Furthermore, they are developing Keadby Hydrogen Power Station, which could become the first large-scale 100% hydrogen-fuelled power station in the world, as well as Aldbrough Hydrogen Storage.
SSE Thermal managing director Catherine Raw said: “Together with Equinor, SSE Thermal is committed to delivering low-carbon flexible power. We are doing everything we can to ensure that Keadby 3 Carbon Capture Power Station is in the best position possible when the UK Government confirms the next steps around its plans to decarbonise industrial clusters.”
Equinor SVP for Low Carbon Solutions Grete Tveit said: “This news is a significant milestone for our joint ambition to deliver clean, flexible and efficient power to support intermittent renewable generation and maintain security of supply. Together with SSE Thermal, we are delighted to be in a position to continue developing the proposed Keadby 3 Carbon Capture Power Station.
“This project will not only support the decarbonisation efforts in the UK but will also have a positive impact on the local economy and supply chain, protecting existing jobs and creating new ones.”
